Andrew is an executive leader with over four decades of corporate experience in senior commercial, policy, and public relations roles both in the UK and Australia.
Most recently he was a member of the Optus executive team and leader of the regulatory and public affairs division with full accountability for setting and executing its public affairs strategy to support Optus’ immediate and long-term strategic and commercial goals.
As an industry leader in the communications sector, Andrew has successfully built and established trust and influence with government, regulators, and media. A strategic thinker and thought leader, Andrew has demonstrated outstanding results in developing and achieving significant competition and policy reform within the Australian communications sector, unlocking commercial value and delivering positive outcomes for customers.
His collaborative team-based approach and ability to see things in other people’s terms has facilitated the building of strong industry alliances to reach mutually beneficial outcomes.
Andrew has a strong commercial focus drawn from a professional finance background. He has successfully led commercial negotiations, gained regulatory and Foreign Investment Review Board (FIRB) approval for major acquisitions, evidencing his expertise and commitment to achieving outstanding results.
Andrew has deep experience in the management of all aspects of access regulation under the Competition and Consumer Act, including access declarations, access pricing, structural separation and access undertakings.
Andrew has a Master of Arts from St Andrews University and qualified as a Chartered Accountant with the ICAEW. He is a member of the Australian Institute of Company Directors.
Luke van Hooft has extensive experience across telecommunications, digital policy, and infrastructure reform. He provides strategic guidance to organisations operating in complex regulatory environments, drawing on deep expertise in regulatory economics, spectrum policy, telecommunications frameworks, and compliance design. His work spans domestic and international markets, supporting clients in aligning commercial objectives with evolving policy settings and regulatory expectations.
He brings board-level leadership experience, including his tenure as Chair of the Australian Mobile Telecommunications Association, where he contributed to industry-wide policy development and facilitated cross-sector collaboration. Luke regularly briefs C-suite executives and government stakeholders, translating technical and economic analysis into clear, actionable strategies. His portfolio includes national initiatives in scam prevention, consumer protection regulation, digital safety, AI policy, and broader digital transformation efforts.
Luke has substantial experience in interpreting regulatory obligations and implementing structured compliance programs. His work includes conducting impact assessments, briefing executive and board audiences, and integrating regulatory requirements into operational practice. He has led the rollout of new rules across multiple jurisdictions, coordinating legal, technical, and operational teams to ensure day-one compliance. This includes the design of internal controls, as well as governance structures that support ongoing monitoring and assurance.
Luke has a first class honours degree in economics and a Bachelor of Laws from Western Sydney University and a Masters of Laws from the Australian National University.
